    Minutes

    January 17, 2023

     

    • Welcome & Introductions
      • Dr. Ayers started the meeting at 9:00 am with a welcome and introductions.
    • Attendance
      • All participants were reminded to sign in.
    • Activity
      • A video about Chinese New Year was shown.  Participants were asked to share additional ways they celebrate Chinese New Year.  There were various responses, including family gatherings similar to the Thanksgiving holiday and the gift of red envelopes with money.
      • Participants were asked to bring cultural artifacts to describe and share with others. Various artifacts were shared such as a Chinese scroll, a Mexican hand-embroidered dress, and a “molcajete” or mortar and pestle. Dr. Ayers shared about her family tradition of passing on a hope chest.  Participants were informed that they may bring artifacts next week if they forgot to bring something today.
    • DELAC Responsibilities 
      • Dr. Ayers reviewed the DELAC responsibilities.  She informed the group that topics highlighted in green were previously discussed and that would cover the topics highlighted in yellow would be discussed at today’s meeting.
    • EL Master Plan
      • Dr. Ayers explained that the EL Master Plan was updated with recommendations from Federal Program Monitoring (FPM) and would be taken to the school board for approval.
    • Federal Program Monitoring (FPM)
      • Dr. Ayers shared that the district went through Federal Program monitoring and that there were no findings for the English Learners (EL) program.  However, recommendations were made for the opt out procedures, professional development and supports for English learners with disabilities.
    • Opt Out of EL Program/Particular EL Services
      • Dr. Ayers went over the new procedures for opting out of the EL program for next school year and explained that training would be provided to staff. She informed the participants that students on opt out must still take the ELPAC until they are reclassified.  She emphasized that requests to opt out can only come from parents/guardians and not staff.
    • Teacher/Aide Requirements
      • Dr. Ayers shared the section of the EL Master Plan about teacher/aide requirements.  She asked for a thumbs up or down on the current procedures.  There were no questions and no thumbs down.
    • Conducting a District-Wide Needs Assessment
      • Dr. Ayers encouraged everyone to participate in the K12 insight survey. She explained that the feedback is very important and used to make decisions about programs and other student needs.  She asked participants to update their emails at their school sites if they did not receive an email from west@k12insight.com or Insight.com
    • Academic Monitoring
      • Dr. Carrizosa reviewed the new procedures of the academic monitoring procedures for reclassified students.  She shared that reclassified students are monitored for four years.  An intervention meeting is held for students not making adequate progress.  Progress on IEP goals can be used for students with disabilities.  After answering questions, Dr. Carrizosa asked participants to give a thumbs up or down if they are in agreement or disagreement.  All participants gave a thumbs up.  A participant expressed that she is in agreement to more professional development for sites about the English learners’ program.  She said she was never informed that her child with a disability could be reclassified until she learned about that process at the first DELAC meeting.  Another parent asked for clarification on the requirements for reclassification.  The requirements for reclassification of general education students and students with IEPs or 504s was shared.
    • CAASPP
      • Dr. Carrizosa discussed CAASPP and showed a video titled, “Understanding The Smarter Balanced Summative Assessment”.  She reviewed the Starting Smarter website and showed parents how to access scoring guides and the practice tests.  She stated that accessibility will be discussed at the next meeting.  Participants asked if students would be taking practice tests at school.  It was shared that some schools already started taking ELPAC practice tests.  They were informed that they can ask about practice testing at their individual school sites at their next ELAC. Another participant shared that she donated water for testing and suggested that others can do the same for their schools.
      • There was a question about Rosetta Stone.  It was explained that Rosetta Stone was purchased for immigrant students and their parents/guardians.  A participant expressed concern about the program being too limited as far languages available and levels.  We will discuss Rosetta Stone at the next meeting.  The participant also wanted to know about other apps available to parents, especially those at the adult school.
    • Next Meeting is on February 21 at 9am.  The meeting was concluded at approximately 10:40am.
