Christina Gagnier is a Shareholder at the law firm Carlton Fields, where she serves as counsel in the Privacy and Cybersecurity practice. A core part of Gagnier’s practice has been the protection of children's privacy and children's safety on the Internet. In addition to her practice, Gagnier is a professor at the University of California, Irvine School of Law, teaching privacy law and serving as clinical faculty for the Intellectual Property, Arts, and Technology Clinic. Previously, Christina ran the organization TRAIL, teaching adult learners how to use the Internet to find work. Gagnier has served as a member of the Federal Communications Commission’s Consumer Advisory Committee and California Attorney General Kamala Harris’ Cyber-Exploitation Task Force. Christina has been a subject matter expert on Cyber Exploitation to California's Commission on Peace Officer Standards and Training (POST).
She sat on the Board of Directors of Without My Consent from 2011-2018, tackling issues like online harassment and cyberbullying. Christina is an accredited attorney with the U.S. Department of Veteran’s Affairs to help veterans with claims. She also serves as the Chief Executive Officer of Know Before You Go, an organization that grants scholarships for college visits, and as an Expert Advisor to the LINK AMERICAS Foundation. Christina has served as a policy advisor, helping to draft legislation and testifying before the California State Senate on issues relating to consumer privacy. Christina was recognized as one of Broadband for America's Faces of Innovation for her work to promote digital literacy nationally and has written on topics including consumer privacy, access to technology, and children's online privacy and safety.
Gagnier earned a B.A. in Political Science and a B.A. in Sociology from the University of California, Irvine, a Master’s in Public Administration from the University of Southern California Price School of Public Policy and a J.D. from the University of San Francisco. Christina and her husband, Abe, currently live in Chino Hills with their dogs, Panda and Teddy.
