    Dear CVUSD Parents and Guardians,

In October 2019, Governor Gavin Newsom signed into law Senate Bill (SB) 328 which mandates junior high schools begin class no earlier than 8:00 a.m., and high schools begin class no earlier than 8:30 a.m. Although SB 328 does not address specific start time requirements for elementary schools, start times for students TK through 6th grade will be affected to ensure districtwide transportation remains available to all CVUSD students. School sites that will not be impacted by the new start times include Cal Aero Preserve Academy, Lyle S. Briggs K-8, and Buena Vista High School. New bell and bus schedules will take effect July 2022 for the 2022-2023 school year.

To assist with creating a bell schedule that adheres to SB 328 and accommodates criteria for providing districtwide transportation services, the SB 328 Task Force was created. This diverse team includes parent/guardian representatives selected by the Chino Valley Unified School District (CVUSD) Board of Education, principal representatives, association representatives, and district staff. Over the course of three meetings, team members will have engaged in focused sessions where they reviewed and developed multiple viable start time options for the 2022-2023 school year.

During the first meeting held on December 7, 2021, task force members reviewed key principles and criteria established by SB 328 and created different start time options across all grade spans. Each schedule created reflects the minimum 45 minutes needed between elementary and secondary start/end times to deliver districtwide transportation services.

The team reconvened on December 14, 2021, to review and discuss the pros and cons of each schedule option created during the first meeting. The third and final meeting where the Task Force will select start time options for a districtwide survey to elicit parent/guardian input will take place on January 11, 2022.

The districtwide survey will be available for parent/guardian input beginning January 14, 2022, at 8:00 a.m., and will close on January 28, 2022, at 3:00 p.m.

Survey results will be presented to the CVUSD Board of Education for action during its regular meeting scheduled for February 3, 2022.

Thank you to the SB 328 Task Force for assisting with the development of the 2022-2023 bell schedules. In addition to the survey link being posted to the CVUSD district website and social media platforms, parents will receive a second letter with the survey link next week via Parent Square. We look forward to receiving input from our parents/guardians through the districtwide survey beginning January 14, 2022, at 8:00 a.m.

    Sincerely,

    Norm Enfield, Ed.D.
